At last Monday night’s (10/16/23), Regular Board meeting, BAC (Budget Audit Committee) Chair Herb Parker provided his Committee’s status report. He announced that on October 25, the BAC Committee kicks off and everybody is invited to attend.

Parker confirmed one Committee member quit and he’s on the hunt for a couple of more-no financial background required. He also confirmed he doesn’t have a financial background and stated:

“I don’t know a debit from a credit. I consider myself more of a facilitator and I hope I do a decent job of it.”

PARKER AS THE CHAIRMAN OF THE BAC ADMITS HE HAS NO FINANCIAL BACKGROUND AND DOESN’T KNOW A DEBIT FROM A CREDIT?

The BAC “approves” the budget and the Board “adopts” the budget.” The Chairman of the BAC “gives a dog and pony show for the people on the Ranch…”

During the Public Input portion, Herb Parker started off:

 

“This is NOT A PARTICULAR GLORIOUS TIME FOR ME” and then voiced his concerns regarding one of Ranch Matters stories.

.

He stated:

“At the last Regular Board meeting a month ago I addressed the Board of Directors regarding my opinion on the HOA fee increase relative to the BAC recommendation.

I still feel the same, but it wasn’t my intention to have it blown up on local social media, where Facebook Admin and others were trying to tie an AFE regarding a well pump from 8 months ago to the BAC.

I offered to sit down with the Facebook Admin to explain how the BAC has nothing to do with the AFE. The offer was not surprisingly not taken up.

So, in retrospect,

please accept my apology for even addressing this at the last Board meeting. I should maybe have known that someone would blow it out of proportion. Maybe I’ll learn someday.”

Parker’s admission that he doesn’t have a financial background might explain why he doesn’t see the connection between the suspect AFE for $22K that was withheld from his Committee while in session and his overall budget analysis.

Typically, basic budget analysis requires one to look at all income, all expenses, any potential expenses, operating costs and purchases.

How can the budget auditing process be complete without all available fiscal information?

What blew Parker’s skirt up?

He apparently doesn’t like it when his official comments as the BAC Chair are captured and reported.

At the 9/21/23, meeting, we reported, that Parker commented on efforts and decisions made by the BAC Committee earlier in the year during his public presentation. He voiced his dissatisfaction with the Board’s decision to override the Committee’s recommendation regarding dues.

The BAC recommended increasing the dues to $46.00 and Parker was upset that the Board disregarded said recommendation and increased the dues to $50.00.

Parker stated:

“This is the first time that a BAC recommendation has been changed by the Board, after a BAC recommendation. First time a BAC recommendation of the HOA due increase has been changed in my 15 years of being on this Committee.”

Parker didn’t stop there.

He added:

“So why bring this up? Maybe it’s time to get the Board more involved in the HOA fees earlier in the BAC process and take the function away from the BAC. Instead of doing an end run after the public presentation-THIS IS A SLAP ON ALL OF YOU.”

Parker:  “I thought this put a black eye on the BAC and obviously I was offended personally by this issue…”

Parker also read for the record:

“Crooked River Ranch Club & Maintenance Association Resolution 2022-06-20 B, Board Meeting Code of Conduct states: Members of the Association and other persons present at Board meetings are prohibited from doing any of the following at the meeting of the Board: taking any photographs.”

Parker also read aloud:

“Resolution 2023-04-17-Harassment and Intimidation Policy: Members of the Association are prohibited from doing any of the following either WITHIN any Crooked River Ranch property or OUTSIDE of Crooked River Ranch  if the prohibited conduct is in any way related to Crooked River Ranch business-making any audio or video recording or taking any photographs of any Director, Officer, Committee Member, Member, agent, or employee of the Association without first obtaining permission from the person.”

“Nobody asked my permission to take my picture. My picture taken by John Stevens of Ranch Matters at that meeting a month ago was posted on Facebook on September 21 as part of the same Facebook posting.”

“I WOULD LIKE TO HEAR THE BOARD’S RESPONSE TO THE VIOLATION OF BOTH RESOLUTIONS AND THE ENFORCEMENT. THANK YOU. ANYBODY HAVE ANY QUESTIONS?”

Director Sheryl Jones asked Parker: “Have you filed a formal complaint?

Parker: “No.”

Jones: “I would suggest that you do.”

Parker: “I would have thought that would have come from the Board.” Jones: “No, that comes from you and then we can follow-up with it.”

Ranch Matters (RM), John Stevens, asked VP Bob Beveridge if he could respond to Parker’s remarks and Beveridge deferred the request to President Kari Vickery.

Beveridge: “Do you want to recognize John Stevens?”

Vickery: “Does he want to speak for Public Input or does he want to respond to Herb?”

Beveridge: “He wants to respond to Herb.”

Vickery: “I think that can be done outside of the Board meeting.”

After the meeting RM approached Parker regarding his above statement:

“I offered to sit down with the Facebook Admin…”

He said the sit down offer was transmitted via a comment in one of RM stories.

Parker was offered an opportunity to submit an unedited response or alternatively, sit down for a video interview, but his anger got the best of him and he rejected the offer and rambled on about Ranch Matters “GANG” while pointing to Michelle Parcel, Carol Orr and another lady.

HARASSMENT/INTIMIDATION?

There’s been an on-going effort on the part of some current and former Ranch Officials to harass and intimidate-silence anybody that questions their actions or conduct.
