CRR/SPECIAL ROAD DISTRICT (SRD)-REPORT
The SRD held a SPECIAL MEETING last night “to discuss and act upon the contractual dispute between itself and the Crooked River Ranch Club and Maintenance Association (HOA) regarding the Road Management Plan and Settlement Agreement.”
The Special Meeting was called to Order by Chairman Lynn Breeden at 6:00 p.m. and
concluded about 50 minutes later.
SRD Directors present: Chairman Lynn Breeden and Mike Wilcox.
SRD Director Ed Thompson was absent and delegated his voting right or proxy to the SRD
Board and it was posted on the screen for verification.
Interestingly, not one CRR Director attended the meeting, but a few of their minions-agent
provocateurs did attend and participated. Former Ranch Presidents Bill Burt and Carl Harbour attended along with the Ranch BAC Chair, Christy McCulloch.
Chairman Breeden initially explained the purpose for the Special Meeting and a recent Notice authored by Ranch President Bob Beveridge that Breeden described as “propaganda.”
Breeden elaborated on the SRD’s intentions: “We’re not trying to amend, change, or do
anything different except follow the two agreements that have been in place since the year 2000…”. He then read from a prepared statement that included the agenda items that were voted on and unanimously approved.
Former President Bill Burt warned the SRD Directors: “You might want to be careful about
what you say…”
BAC Chair, Christy McCulloch asked: “What is the responsibility of your tax dollars?”, while
covering her face with a sheet of paper. SRD Director Wilcox responded: “Road
improvements…”
McCulloch: “…So if there’s a dispute-it sounds like you just don’t want to sit down with them in private…”
McCulloch continued: “It just seems so adversarial and I don’t understand why we’re so adversarial…”
Chairman Breeden asked McCulloch: “What’s your take on the deal-we’re a bunch of
assholes?” She responded: “My take is that, a group of adults should be able to sit down at a
table and come to an agreement-that’s my take.”
The SRD Directors explained the legal ramifications and reasons behind not sitting down privately with any HOA Board of Director or official at this time.
After the meeting, Breeden told RM, “I find it ironic that BAC Chair, the money lady, Christy
McCulloch is asking us to act like adults while simultaneously covering her face while talking at the meeting. How adult is that?” And, why doesn’t Ms. McCulloch ask the HOA Board the
exact same questions.”
