PHISHING FOR RED HERRINGS

As published in last Friday’s (4/23/21), story, PLAUSIBLE DENIABILITY, we reported on
Crooked River Ranch (CRR) VP’ Bill Burt’s prepared statement he read for the record at last Monday’s (4/19/21),

Board of Directors (BOD) Meeting about stories and comments concerning
3 complaints made to the Oregon Department of Safety Standards and Training (DPSST)
against Ranch Matters News Service and John Stevens’ private investigators license.

Burt starts off stating, “I’m going to read a statement, based on things that occurred lately.”
“Several comments have been made on Ranch Matters and by Ranch Members, that requires
the Board of Directors, to clear the air, concerning 3 different complaints, made to the DPSST,

(CLEARS HIS THROAT)

against,

Private investigator John Stevens by INDIVIDUALS who
happened to be PRESENT or PAST DIRECTORS.”
‘The complaints were made as INDIVIDUALS, and in no way were Ranch Management or the
HOA Board of Directors a party to the complaints.”
“Again, the INDIVIDUALS who made the complaints, were PRESENT or PAST DIRECTORS, but
were not representing the Board of Directors or Ranch Management. The DIRECTORS were
acting solely as INDIVIDUALS.”

Interestingly, the Ranch Officials just posted the Minutes of the meeting and addressed VP
Burt’s prepared statement

“Prior to Homeowners Input, Vice
President Burt addressed the meeting attendees regarding complaints that have been filed with
the Oregon Department of Public Safety Standards and Training. These complaints involved a
CRR self-employed homeowner. It is the belief of some affected, that the Ranch Staff and
Board were officially party to the complaints. VP Burt clarified that those responsible for filing,
or subsequently communicating about the complaints acted as private citizens and not in any
official capacity of CRR. Such actions would not be appropriate and would be outside of our
responsibilities and authority…”

“SUCH ACTIONS WOULD NOT BE APPROPRIATE…”

Ranch Matters has reported in several earlier stories that various Ranch Officials have
telegraphed their intentions to shut us up/down. They have used government entities,
including the Jefferson County Sheriff’s Office and the Oregon Department of Public Safety
Standards and Training (DPSST) as part of their ongoing PATTERN to silence Ranch Matters.

REWIND

At the January 20, 2020, CRR/BOD Meeting, VP Burt read another one of his prepared
statements accusing Ranch Matters-Stevens and Stangland of “HATE SPEECH” and indicated
a report had been filed with law enforcement. Burt justified his false accusations by saying,

“If
you think the Directors were wrong in discussing this with the Sheriff then you must think this
type of hate speech from Ranch members is acceptable and they should not be held
accountable for it.”
Burt ended his comments by stating, “Directors will continue to research possible actions with
advice from appropriate resources anytime this type of behavior is witnessed.”

Immediately after the meeting, VP Burt aggressively approached Ranch Matters-Brenda
Stevens and stated,

“YOU JUST KEEP IT UP, YOU WILL SEE WHAT HAPPENS.”

“…YOU WILL SEE WHAT HAPPENS”

At the next CRR/BOD Meeting on February 3, 2020, the Ranch Directors adjourned to
Executive Session. Interestingly, former Ranch President Dave Palmer was “INVITED” to attend.

Palmer was no longer a Director or Officer of the Association, but nevertheless allowed to attend?

According to the Meeting Minutes, “President Carl Harbour noted the purpose of the Executive
Session was to discuss the 2016 Election Lawsuit and No Action was taken.”

NO ACTION TAKEN?

18 DAYS LATER, on February 20, 2020, Dave Palmer submitted a COMPLAINT against John
Stevens’s private investigators license with DPSST. Karen Evans, the DPSST Investigator
apparently was used by Palmer to compel Stevens to respond to her questions regarding the
2016 Election Lawsuit or face REVOCATION of his license.

Palmer’s complaint was dismissed by DPSST as “FALSE/UNFOUNDED”

21 DAYS LATER, on March 12, 2020, Ranch Director Mark Schneider submitted his
COMPLAINT against Stevens’ private investigators license with DPSST and an “ADDENDUM”


was submitted as part of Schneider’s complaint April 20, 2020.

Schneider’s complaint and the addendum was dismissed by DPSST as “FALSE/
UNFOUNDED”.

Investigator Evans, stated, “AS YOU MAY KNOW, THIS INVESTIGATION IS RELATED TO
YOUR INVOLVEMENT WITH CROOKED RIVER RANCH ASSOCIATION.”

Palmer’s and Schneider’s complaints along with the Addendum clearly show there is a
concerted, organized and coordinated effort on the part of the “PRESENT and PAST
DIRECTORS” to silence Ranch Matters and “FORCE” them to move off the Ranch.

Burt and or the Boards fingerprints are all over the DPSST complaints and they know that.
Burt’s prepared statement-ALIBI, was designed to mislead and distract the Homeowners from
the Board’s misdeeds.
