MANAGERIAL OLIGARCHY?

Wikipedia defines an oligarchy as,

”RULE BY FEW; TO RULE OR COMMAND; A FORM OF POWER STRUCTURE IN WHICH POWER RESTS WITH A SMALL NUMBER OF PEOPLE…”

Further, “Throughout history, oligarchies have often been tyrannical, relying on public obedience or oppression to exist.”

At last Monday’s (6/6/22), Work Session Meeting, VP Carl Harbour explained the CRR Water Company Memorandum of Understanding (MOU) and contracts. He discussed what the MOU covers and requirements/responsibilities along information sharing. He stated, “This is one of those things-I know there’s been a lot of discussion amongst the Board about, stuff happens and I don’t know about it. There’s a reason a lot of times why you don’t know about things.

It’s because it gets handled by people that don’t include you…

We have a contract review and insurance review team, which is made up of 3 or 4 Directors…”

Harbour further explained the contract review teams role as “representatives of the Board” and the reporting process. He added, “Its not that the Board is acting in a CLANDESTINE fashion or WITHHOLDING information, it’s just that we have teams that are assigned to act on behalf of the Board…”

The above discussion triggered President Bill Burt mentioning that CRR’s Golf Pro, Randy Ballard and Golf Course Superintendent, Richard Jensen just received a new “4 YEAR CONTRACT.” Burt stated, “Randy, Richard and I met with each other and went over the contracts for Randy Ballard and Richard Jensen and they have new contracts now for 4 years, effective the first of May.”

Director Ara Erdkian asked, “Did we keep them at their pay level or did we raise their pay level?” Burt responded, “Their pay level was raised as part of that” and was interrupted by Manager Judy Lapora. She stated, “We’re not supposed to talk about that, we’re not supposed to talk about that…”

CLANDESTINE?

.

In an email authored by Manager Lapora, dated April 23, 2020 and marked CONFIDENTIAL, she said that the Ranch staff doesn’t work for the homeowners/members. Lapora stated, “One, none of our staff ‘work for them’ or any other Association member…”

According to Lapora’s logic, Ranch Employees/Staff don’t work for the members that pay their salaries and wages.
