As previously reported, Ranch Matters (RM) published a story titled, “ALL OPTIONS ARE ON THE TABLE” regarding a (False) Trespass Incident that occurred last April involving Ranch Matters-John Stevens, Dave Stangland, the Ranch Association/Golf Course and the Jefferson County Sheriff’s Office (JCSO).
RM recently obtained a copy of a Sheriff’s Report, dated 4/20/20, filed against Stevens and Stangland by Ranch Golf Course Superintendent, Richard Jensen, complaining about a (false) trespass incident. Additionally, we received the 911 call (audio recording) made by Superintendent Jensen-after the fact along with the over the air police radio dispatch/traffic audio recording.

4/16/20: RM contacted Jefferson County Sheriff, Jim Adkins regarding the golf course vandalism for a news story. Adkins confirmed that a report had been filed and provided the following case number, 200267 and provided RM with the copy of the report.
Later that same day we briefly spoke with an employee at the Golf Pro Shop about the vandalism and he suggested we contact Ranch Manager, Judy Lapora or one of the Groundskeepers.
We attempted to contact Lapora, but she had the day off and we left a detailed message with the receptionist regarding the vandalism. Lapora never returned our phone call.
4/20/20: Date of the (false) Trespass Incident. At approximately 11:30 AM, RM drove to the Ranch Groundskeeper’s Shop and asked for CRR Golf Superintendent, Richard Jensen. According to “Dale” one of the groundskeepers, Jensen was not available.
We introduced ourselves and further identified ourselves as reporters looking to take some pictures of the vandalism/crime scene. Dale provided specific directions and offered us a golf cart while pointing out how to navigate the Course to the 5th Hole.
At 11:59 AM, while taking photographs around the 5th Hole, Jensen confronted us in an Aggressive/Harassing manner demanding to know if we had an appointment or permission. Attempts to explain that prior permission had been obtained was ignored and Jensen screamed,
“YOU DIDN’T FUCKING ASK.”

Jensen barked out confusing directions/orders and yelled,
“YOU CAN CROSS RIGHT HERE, AS LONG AS YOU DON’T GET HIT BY THESE FUCKING GOLFERS…”
Note: The “FUCKING GOLFERS” referred to by Jensen were 4 elderly ladies
Jensen was literally out of control, in our face, with the apparent motive of starting a fight. He wasn’t interested in any explanations and demanded we leave the Course while stating he was going to call the cops.
About 5 minutes AFTER the incident and according to the recently obtained 911 Dispatch Log, the reporting party (RP), Richard Jensen, called the cops at 12:06 PM.
WHAT DID JENSEN SAY?
Jensen told the dispatcher that I (Stevens) did not have permission, he stated,
“Nobody Gave Him Permission.”
Jensen knew RM had permission from a subordinate, yet LIED to dispatch. He tells the dispatcher I/we were on the Course to do a STORY acknowledging the purpose behind our presence while at the same time saying I/we were just “walking around” implying some sort of mischief. When dispatch asked Jensen for subject information, including description, he only names Stevens and for some unknown reason, doesn’t name Stangland. When naming Stevens he suggests something nefarious about him by saying,
“You’re probably well aware of him.”
At 12:12 PM, JCSO Deputy, D5 was dispatched and at 12:19 PM D5 confirms responding via CODE 3-Lights & Sirens.
NOTE: About 12:15 PM, while trying to leave the Course and return to our vehicle Stevens received a call from Deputy Barros (D5). Barros stated Jensen had reported our presence and he wanted to talk. I was forced to hang up on Barros because Jensen was re-engaging and blocking our vehicle. It was necessary to further document Jensen’s comments that included, Jensen inviting a legal fight with a Ranch attorney. Jensen said,
“You can fight it with our attorney too.”
Oregon State Police (OSP), unit number 55-13, offered cover/assistance and asked for more information, however, D8 reported being on the Ranch and responded at approximately 12: 20 PM.
12:24 PM, D8 reports being at the Golf Course and a minute later radios D5 directing him to “downgrade to CODE 1.” He adds, “It’s CODE 4, they left (Stevens/Stangland).”
12:48, D5 reports he’s at Stevens’ residence.
12:51 PM, RM video recorded Deputy Barros statements regarding the (false) trespassing report filed by Jensen.
Deputy Barros was not interested in any details behind Jensen’s (false) report including the fact prior permission had been obtained. He told us that if we returned to any area belonging to the golf course, we would be “CRIMINALLY CHARGED.” He then entered our names in the Department’s Official Trespass Log.
As an aside, Deputy Barros no longer works for JCSO and has moved on to another Law Enforcement Agency.
CODE 3, MULTIPLE POLICE UNITS INVOLVED- ALL OVER A (FALSE) TRESPASS REPORT?
4/21/20: The day after the incident we met personally with Sheriff Adkins and he confirmed we had been entered into the Department’s trespass logging system and further stated, If we “violate the order, we can be arrested.”
Adkins said, “We are the first to be trespassed from the golf course” and to make his point, he added, “People walk the path all the time.”
The (false) trespass incident and the conduct of certain Crooked River Ranch Officials/ Employees triggered the involvement of the national Reporters Committee for Freedom of the Press (RCFP).
RCFP referred the case to Portland attorney, Duane Bosworth from the law firm, Davis Wright Tremaine to investigate. While Bosworth was investigating the April 20 trespass incident it was learned that the Oregon Department of Public Safety Standards and Training (DPSST) had received two complaints dated February 20 and March 12 respectively, as well as, an “ADDENDUM’ dated April 20 from the Ranch Association against John Stevens’ private investigators license.
JENSEN FILES A TRESPASS REPORT on April 20 and DPSST RECEIVES A COMPLAINT/ ADDENDUM BY SOME UNNAMED ASSOCIATION OFFICIAL/EMPLOYEE ON APRIL 20?
On October 13, 2020, Bosworth wrote Crooked River Ranch (CRR) President Carl Harbour on behalf of “RCFP.” He conveyed his concerns regarding the “obstruction and harassment” related to Ranch Matters John Stevens and Dave Stangland’s journalism activities by the Ranch Board.
Bosworth’s letter pointed out “Two examples of wrongful obstruction and harassment, among others.” His first example dealt with the April 20, “…outrageous attempt to have Mr. Stevens and Mr. Stangland arrested for trespass” while covering a story on the Ranch golf course related to vandalism. “Mr. Stevens and Mr. Stangland were placed on a trespass list with the Sheriff’s Office.”
Bosworth goes on, “Because your attempt to press charges was baseless, the Board must make all efforts needed to remove my clients from the list.” He added, “Failure to assist in their being removed will give my clients an avenue to pursue all legal remedies available to them against the Board and/or individual employees of CRR.”
Bosworth’s second example covered “outrageous” complaints made to DPSST against Stevens’ private investigators license. Bosworth wrote, “The DPSST has expressly stated the investigation was prompted by CRR…”
NOTE: On October 12, all of the DPSST COMPLAINTS (Including the 4/20 addendum) against Stevens were Dismissed as “FALSE & UNFOUNDED.”
