CRR SPECIAL ROAD DISTRICT (SRD) REGULAR MEETING
The SRD held their Regular Meeting Monday night (5/12/25), and one old piece of news dealt with Ranch Director Kelly Davis and his quest for information reinforcing the HOA/BOD’s current position of distancing themselves from the SRD, especially regarding money matters.
HISTORY TELLS A DIFFERENT STORY
Director Davis felt it necessary to go to Jefferson County to make his case and reported the following at the SRD meeting: “The SRD doesn’t fall under the County, the SRD is a stand alone entity. So, we’re not going to get really any information…”

Davis: “I asked Seth Taylor (County Commissioner Taylor) to perhaps ask those questions, as a County employee and see if we can get some answers-waiting for a response.”
“All I wanted to know is the legality of it-accepting private funds. Since you’re not under the County, obviously I can’t get any information from the County. Did you guys by any chance talk to your attorney about that?”
ABOUT WHAT?
SRD Chairman Lynn Breeden: “The exchange between Director Davis and myself was convoluted, confusing and disingenuous. I feel it necessary to clarify what is really going on.
A few months back I approached the HOA/BOD regarding funding short falls the SRD is facing.
Based on what limited information I could gather and reviewed of a contractual nature, it looks like and I’m not a lawyer, that the HOA has a legal obligation to assist in the funding of road related projects. That being said, I felt compelled to ask for some funding assistance and asked for $100,000 at a HOA/BOD Meeting.”
“ Around the same time, I knew that the Twin Rivers Church had approached the HOA/BOD at one of their meetings and asked for a $100,000 donation to build their private “Community Center.” Ranch Manager Judy Lapora responded and clearly stated she had conducted some analysis related to CRP funds with the implication she would see if it was doable.”
Breeden: “I also know that the Association provided substantial funds for the construction of the emergency exit/quail road project. Ranch Officials used homeowners money, withheld pertinent and timely information, while at the same time denying them the right to vote on this million dollar project.
A million bucks to build this road that sits on federal land, is in Deschutes County that also required annexation and maintenance by our SRD.”
“In my opinion, Director Davis knows what’s really going on and his report at our meeting smelled of a staged performance-a show.
Further, knowing about Kelly’s former legal issues with the Association and the help and background information he obtained from you guys-Ranch Matters,
I suspect Kelly’s performance is more about an undisclosed agenda.”
