There’s been a lot of chatter regarding the Panorama Park restrooms, specifically, the recent vandalism in the women’s restroom.

 

At Monday night’s (05/19/25), Ranch Regular Board of Directors Meeting, resident Carol Stevens addressed the Board during Public Input, regarding the vandalism incident. Ms. Stevens informed the Board about her contact with Jefferson County Commissioner Kelly Simmelink seeking assistance with this on-going problem at the Park.

 

Carol Stevens told the Board that Commissioner Simmelink was willing to contact the“appropriate parties” regarding the installation of surveillance cameras. She asked the Ranch Board to “step up to the plate” and ask Commissioner Simmelink as well.

“IT LOOKS LIKE IT HASN’T BEEN TOUCHED IN QUITE AWHILE”

 

Additionally, Ms. Stevens advised the Board of the filthy condition in the mens restroom and asked permission to show her photographs of the filth and dirt throughout the floor and around the toilet area. She stated, “It looks like it hasn’t been touched in quite awhile.”

Manager Judy Lapora was asked is there a cleaning schedule? “Lapora: “I think it’s 2 or 3 days a week, but I don’t know what the days are.”

Ranch Director Bob Beveridge added, “We have an agreement with the County, just so everybody knows. We do the toilet, we do the sink and we replace the paper towels.”

The agreement Beveridge referred to is a MOU or Memorandum of Understanding executed between Jefferson County and the Association a few years back. And, for those that follow Ranch Matters stories, know that Panorama Park and various MOU’s have been a hot topic.

The problem has been separating fact from fiction and reporting on how Judy Lapora tends to play fast and loose with the facts-TRUTH.

According to the current MOU, the Association is on the hook to perform the following

RESTROOM RELATED DUTIES:

“Clean and disinfect all toilets, sinks and fixtures; sweep or wash down and disinfect floors; remove trash and replace bags; clean mirrors; refill toilet paper; clean entryways of debris; disinfect stall walls…”

The Association additionally has to police the adjacent grounds and playground area and in return the County pays them $406.98 per month that includes a 2% bump on December 1 of each year. Further, the Association is contractually required to submit a monthly Invoice along with a monthly cleaning log.

Ranch Matters contacted Commissioner Simmelink regarding the above mentioned MOU and asked if there have been any changes related to the Terms and Conditions and he confirmed there hasn’t been. Simmelink also checked with Tony Anderson, the County Building and Grounds Director for any MOU related changes and was told no.

Simmelink added, that while discussing the MOU matter with Tony Anderson he learned that Anderson is actively pursuing the installation of surveillance cameras at the Panorama Park Restrooms.

As a reminder, it is taxpayers money the Association is playing around with and not Association Dues.
