Thursday, 1/26/23, Ranch Matters (RM) published, “HOA or CIA?” regarding the Budget Audit Committee (BAC) Wednesday’s meeting that unexpectedly included the Board of Directors (BOD).
We reported that the Ranch Administration provided No Notice as prescribed by Oregon law announcing the BOD meeting with the BAC.
There was a quorum, the Directors discussed Association business and yet no notice was issued for the members.

Friday, 1/27/23, Ranch Manager Judy Lapora issued the following statement:
“BAC MEETING-
Please be advised that the scheduled BAC meeting for February 1 at 10:00 am will be a Joint meeting of the BAC/BOD.
.
The change is to allow discussion regarding salaries and contracts therefore the meeting will Not be open to the membership.
An additional meeting is tentatively scheduled for 11:00 on Wednesday, February 8. For more information regarding BAC (and select BOD) meetings, please see the attached BAC Calendar.

On January 4, 2022, RM published,“NONE OF YOUR BUSINESS.” We reported in part, Crooked River Ranch (CRR) does not make available to the Ranch property owners EMPLOYEE COMPENSATION INFORMATION and according to Manager Lapora,
“IT’S NONE OF YOUR BUSINESS.”

RM obtained via an Oregon Department of Justice Order, an email authored by Lapora, dated April 23, 2020 and marked CONFIDENTIAL, where she said that the Ranch staff doesn’t work for the homeowners/members.

She stated: “One, none of our staff work for them’ or any other Association member…”
According to Lapora’s statement,
Ranch Employees/Staff don’t work for the members that pay their salaries and wages?

Think about that when sending in your Dues Payments and remember,

Continuing, our story reported that at the BOD’s June 6, 2022, Work Session meeting, former VP Carl Harbour discussed a Water Company Memorandum of Understanding (MOU) and contracts. He explained that there’s a Contract Review Team comprised of “3 or 4 Directors” that represents the BOD.

Harbour added, “Its not that the Board is acting in a CLANDESTINE fashion or withholding information, it just that we have teams that are assigned to act on behalf of the Board…”

The above discussion triggered former President Bill Burt mentioning that CRR’s Golf Pro, Randy Ballard and Golf Course Superintendent, Richard Jensen received a new “FOUR (4) YEAR CONTRACT.”
Burt stated, “Randy, Richard and I met with each other and went over the contracts for Randy Ballard and Richard Jensen and they have new contracts now for 4 years, effective the first of May.”
WAS THE CONTRACT REVIEW TEAM INVOLVED OR JUST BURT, BALLARD & JENSEN?

Director Ara Erdekian asked, “Did we keep them at their pay level or did we raise their pay?” Burt responded, “Their pay level was raised as part of that.”

Lapora immediately interrupted Burt and stated,
“We’re not supposed to talk about that, we’re not supposed to talk about that.”
