Ranch Matters posted a story on 9/17/19, titled, “RESOLUTION CONFUSION” regarding RESOLUTION NUMBER 2019–08-05-A,

“BOARD MEETING CODE OF CONDUCT.”

We reported that the Directors voted unanimously to pass the above Resolution at the last Board Meeting on September 16, 2019. However, the Resolution they passed was not Resolution 2019-08-05-A, because they inaccurately identified the Resolution, which created some confusion and served their objective.

It should be noted that the Agenda Packet was not posted in accordance with the CRR/Protocol and Procedures Manual that specifically states the Agenda must be posted the Friday before the Board meeting. The Agenda wasn’t posted until Monday morning and again, was inaccurately described.

Prior to the passage of the Conduct Resolution, John Stevens from Ranch Matters addressed the Board. He stated the Conduct Resolution is RETALIATORY and based on comments and questions he had raised at the July 15th Board Meeting about the defamatory conduct of Ranch Manager Judy Lapora.

Additionally, Stevens pointed out, in their own Policy/Procedures Manual it states in part, “In cases where these policies Conflict with any county, state or federal law, that law prevails.” He also pointed out, that the Ranch CC&R’S states, “…Conditions and activities which could impact negatively on the Rights and welfare of CRR property owners and other Ranch residents are regulated by state and federal statutes…”

Stevens noted, their policies-CRR governing documents, clearly state, the Ranch is subservient to state and federal laws.

Before the Resolution was passed, President Carl Harbour discussed his reasons for the Resolution.
Harbour confirmed the Resolution was linked to Stevens comments at the July Board meeting and specifically said, “In July, the wheels came off” and added, it was a “confrontive attack on our Ranch Manager.”

Harbour referred to the July meeting and said, “There was a request not to do recordings.” He further added, “The response to that request was, HA HA, too bad, too late.” He continued by saying, “Then a request was made not to be posting any recordings on websites.” And again, Harbour said the response was, “HA HA, too late.”

Harbour doesn’t stop there. He goes on to say, “Their video (Ranch Matters) recordings only go to people they want them to go to and support their positions. That’s certainly not transparent by any means.”

After Harbour completed his so-called justification for his Resolution, Stevens attempted to respond, to which Harbour stated, “I’m not asking for a response!” VP Stu Steinberg chimed in and said, “How about you chilling out.”
Harbour terminated the discussion by stating, “This is not up for discussion or anything…”

FOR THE RECORD

At the July 15th Board meeting, Stevens addressed the Board regarding defamatory statements made by Ranch Manager Judy Lapora about David Stangland and John Stevens. Stevens explained how “nasty vicious rumors” damage professional reputations and offered Lapora an opportunity to respond prior to publishing the story.
It was clearly conveyed to Lapora and the Board that Stevens comments were based on prepping a story and allowing the subject of the story an opportunity to comment.

Stevens asked the Board Members if any of them had any questions-NO REPLY. However, Ranch VP Stu Steinberg stated on the record, “…When Carl (Ranch President Carl Harbour) gets back, we’ll draft a letter, asking you, for your proof…”

To date, NO LETTERS, NO EMAILS, NO PHONE CALLS, NO INTERVIEWS and NO REQUEST FOR RECORDS-“PROOF.”

What we did get is Harbour’s RESOLUTION.

IS HARBOUR FACT CHALLENGED?

Harbour characterized Stevens comments and questions at the July meeting as an “attack” on Ranch Manager Judy Lapora, but fails to address the purpose behind the questions and conducts no due diligence.

He accuses Ranch Matters of saying, “HA HA…” regarding recordings and the posting of any recordings at the July meeting-NOT TRUE. Listen to the audio for confirmation.

When Harbour says, “Their video (Ranch Matters) recordings only go to people they want them to go to and support their positions”, again, NOT TRUE and he is misleading the Ranch Members. Ranch Matters Facebook News Site is open to the public and that’s Harbour’s problem,

He can’t control the NARRATIVE.
