“POWER BELONGS TO THE PEOPLE”

Tuesday, (03/19/24), Ranch Matters (RM) published the report “INVESTIGATION NEEDED”regarding former Special Road District (SRD) Director Dale Wiley calling for an investigation of the SRD due in part, over all of the “Red Flags he encountered and interference he faced from various Ranch officials.

Current SRD Chairman Lynn Breeden spoke with RM about Mr. Wiley’s report and he had this to say:

“I agree totally with Wiley’s comments/assessment and in light of Wiley’s request for an investigation feel it necessary to explore all legal options-including seeking an investigation.”

At last Wednesday’s (3/13/24), Jefferson County Board of Commissioners Meeting on the Ranch, Breeden asked Jefferson County Counsel Alexa Gassner for guidance.

Ms. Gassner told Breeden that Jefferson County has no jurisdiction in matters involving Special Road Districts.

RM also spoke briefly with Ms. Gassner and she confirmed that the County has no jurisdictional authority over SRD’s.

She was asked if there could be any situation, especially of a serious nature, that might trigger the County’s intervention and she replied, “No”.

However, she indicated the SRD has its own powers and authority to act independently and suggested some referrals.

.

Breeden told RM he’s familiarized himself with Oregon Revised Statute (ORS) 371.336 regarding the “Powers of the District” and feels the time is right to utilize the powers enumerated in ORS 371.336.

.

He explained the need for the SRD to look closely at the statutory powers available to the SRD and how best to “To do any other act necessary to carry out the purposes” accordingly for the taxpayers.”

Breeden stated: “There needs to be a defined Mission Statement that clearly reflects the SRD’s primary authority and jurisdiction over the public roads within the boundaries of the District and less behind the scenes interference from Management/Ranch officials.”

Breeden too was disturbed that at the 3/18/24, HOA Regular Board of Directors Meeting, Ranch Manager Judy Lapora failed to discuss their “HOA BOD/SRD BOD MEETING, she called for on 3/12/24.

He said: “I was in attendance that night and there was zero on the Agenda, zero Reported and zero Minutes,

WHY THE SECRECY?”

Breeden: “The SRD needs overhauled and re-constituted in a manner that truly acts for and protects the taxpayers as a whole and not special interest groups.

.

The power belongs to the taxpayers-the people and It’s my role at this particular time to ensure they are being honestly and faithfully served.
