PANORAMA PARK MOU-UpDate

The CRR’s first Board of Directors (BOD) Work Session meeting for 2024 was held on January 3rd and one agenda item of interest dealt with an updated MOU (Memorandum of Understanding) regarding Panorama Park and Jefferson County.

Interestingly, the BOD felt it necessary to utilize the Executive Session process to hide their wish-list from not only the homeowners, but also the taxpayers.

.

Curiosity got the best of us and we reached out to Jefferson County for more information regarding the MOU negotiations.

.

According to records obtained, the BOD never provided any written proposal to anyone at the County level. However, on December 7, 2023, Ranch Directors Bob Beveridge and Kelly Davis met with County Administrator Jeff Rasmussen and County Building & Grounds Director Tony Anderson.

On December 22, 2023, Mr. Rasmussen sent to the County Commissioners the following report:

EXCERPT

“On December 7, 2023, Tony Anderson and I met with two members of the CRR HOA Board (Bob Beveridge & Kelly Davis).

The two main topics:

1. Inflation is higher that the MOU’s (agreement) 2.0% annual increase (December 1st),

2. Some urgent (vandalism) fixes and/ or other projects might warrant the MOU to authorize the B&G Director and HOA the ability to have a “time & materials” arrangement to make repairs for urgent projects.

The HOA representatives suggested that the 2.0% inflator should go the 4.0%.

Issues:

As part of our records request the County additionally provided copies of the “PANORAMA PARK-CRR RESTROOM CLEANING LOG” for 2022 and 2023.

SHIT HAPPENS!

According to a Log entry back in 2022, someone felt, maybe with a scat fetish, the need to spread their best part around the mens restroom.

LOG ENTRY:

“POOPY MESS MENS TOILET.”

Prior to CRR’s Regular BOD meeting on December 18, 2023, Director Beveridge emailed Rasmussen the following:

“Good morning, Sorry to be a bother, we have a board meeting tonight is there any info I can pass along on the park m.o.u.,?”

On December 30, 2023, Rasmussen emailed Beveridge the following response: “Bob, Sorry for the delay in getting back to you. We have a vacancy in our HR Director, so I am a little delayed in getting back to emails.

On 12/27/23 the Board of County Commissioners (BOCC) reviewed the attached email and gave the following guidance:

1. Increase to $500.00/month,

2. Modify annual inflator to 3.0%,

3. Add a section allowing the B&G Director and CRR HOA to agree to a time/material arrangements on projects.

Let me know if these are acceptable to the HOA Board and we can proceed to getting an amendment draft for final review. If these are not acceptable, please let me know what steps we can take. To get to a final agreement. Happy New Year! Jeff”

As stated above, at the January 3rd Work Session meeting, the Board adjourned to Executive Session to discuss privately the County’s counter-proposal.

When they reconvened Beveridge made a motion to approve the County’s terms and the Directors approved the amendments.

QUICK REWIND

For those following Ranch Matters stories, Panorama Park and earlier MOU’s have been a hot topic for several years. The problem has been separating fact from fiction and reporting on how Ranch Manager Judy Lapora neglected the Terms and Conditions of the old 2010 MOU while billing the taxpayers for services (not) performed.

The park had been neglected for several years and when exposed, Lapora played fast and loose with the facts-the TRUTH.

After public exposure illuminated Lapora’s less than admirable managing of the Park’s Terms and Conditions, a new MOU was negotiated and signed on April 28, 2021.

To the credit of all parties in 2021, the Panorama Park controversy and MOU negotiations were not hidden from the homeowners or taxpayers. BOD and BOCC held open meetings and allowed public input at all stages.

WHAT CHANGED?

We can only speculate but suspect the airing of Lapora’ past dirty laundry might have something to do with the current BOD’s motive to operate in the shadows.

However,

if they need reminded, its taxpayers money they’re playing around with and not Association Dues.
