We all understand people get behind on their bills including HOA fees. However, is there a threshold-a reasonable dollar amount, that should be considered before initiating LIENS against MEMBERS?
Ranch Matters has obtained court records reflecting a recently filed lawsuit and Lien against a Ranch property owner for only $223.73. See Copy of Lien Below.

Earlier this week, Ranch Matters stopped by Harker’s office in Portland to ask him personally about Collection Practices and property Liens. According to his assistant, we just missed him-he was out getting a “massage.”
Additionally Ranch Matters has obtained court records of a Lincoln County Lawsuit (18 SC 42606) filed October 17, 2018, against Vacation Villages of America and Attorney Kevin Harker dba Community Association Law group.
CLAIM DESCRIPTION:
“This is a complaint pursuant to ORS 646.641 Unlawful Debt Collection Practices. The defendant debt collectors, Kevin Harker an Attorney and Vacation Villages of America the Management Company for the Inn at Otter Crest, Otter Rock, Lincoln County Oregon are alleged to have violated ORS 646.607-Unlawful Business and Trade Practices…”. Plaintiffs also allege that the defendant Debt Collectors violated 15 U.S.C. & 1692f(1), by attempting to collect a debt not authorized by the agreement creating the debt and 15 U.S.C. & 1692e(2) (A) by making false representations of the amount owned.
