How ironic that this years Independence Day theme on Crooked River Ranch is

“FREEDOM & FIREWORKS.”

While promoting-celebrating freedom via PARADES and BBQ’s, Ranch Officials have gone out of their way to declare WAR on the First Amendment. Free Speech and our Due Process Rights are under attack along with any Association member deemed the enemy.

In our earlier story,

we reported that the Ranch attorney wrote the Board of Directors assuring them that they need not worry about following the Constitution and stressed homeowners surrendered their Due Process Rights as Association members.

The attorney stated:

“As a private entity, constitutional protections, such as due process, do not apply.”

As previously reported, certain current and former Ranch Officials have been engaged in an on-going campaign to disrupt, discredit, obstruct, harass and silence not only our news reporting, but anybody that questions the Board’s actions and/or conduct.

At the June 20, 2022, Regular Board Meeting, the Directors unanimously voted to impose three (3) retaliatory/punitive Resolutions further restricting homeowners rights. The Board’s Resolutions have weaponized their ability to target, control and financially punish members.

More recently, Manager Lapora has been hard at work making changes to the Policy & Procedure Handbook further policing and restricting members rights.

In her 4/17/23 and 6/19/23 Draft copies of the Handbook, she’s targeting select members.

The Board determined that it became necessary for the protection of Members and employees to adopt rules to more clearly define conduct that is a nuisance or annoyance due to SOME MEMBERS OF THE ASSOCIATION engaging in activities for the purpose of harassing or intimidating Directors, employees, or any other Member.”

At the 6/19/23, Board of Directors meeting, the Directors continued their discussion related to Code of Conduct issues/changes related to the Policy & Procedure Handbook.

The Directors and Ranch Manager Judy Lapora continue to push the False Narrative-Lie, that tighter rules are needed to protect THEM from “intimidation and harassment.”

Yesterday (7/3/23), the Board of Directors, at their Work Session Meeting, unanimously approved Lapora’s CHANGES to the Policy & Procedure Handbook.

Not to worry though, because according to President Kari Vickery, the Policy & Procedure Handbook can be modified because it’s a “working document, a living document.”

Interestingly, they have never provided any FACTS or EVIDENCE supporting their false claims.

On October 13, 2020, Portland attorney Duane Bosworth from the law firm Davis Wright Tremaine, wrote the Board of Directors regarding “obstruction and harassment” related to Ranch Matters John Stevens and Dave Stangland’s journalism on the Ranch.

Bosworth:

“From all know facts the Board has fostered, endorsed, or perhaps in the rare case, known of but turned a wholly blind eye to wrongful actions against my clients. Moreover, the Board has used government entities, including the Jefferson County Sheriff’s Office and DPSST, as part of a PATTERN TO ATTEMPT TO SILENCE RANCH MATTERS.”

Bosworth added: “Clear testimony would also show that the Board has put my clients on what witnesses have identified as a hit list.”

His letter ends stating in part: “In short, harassment and obstruction must immediately stop, all legal remedies will be considered if there are future wrongful actions.”
