CRR WORK SESSION MEETING-Part 2
Yesterday (11/05/18) the Crooked River Ranch BOD held their WORK SESSION MEETING

Interestingly, the Jefferson County Commissioners along with County Administrator, Jeff Rasmussen, County Counsel, Mrs. Alexa Gassner, County Code Enforcement Officer, Tonya Cloutier and other County Employees were in attendance.

The Ranch Administration did not publish prior to this meeting the WORK SESSION READING PACKET or provide any ADVANCE NOTICE regarding the County Commissioners attendance and participation in the meeting.
Ranch President Carl Harbour facilitated the Jefferson County Commissioners segment regarding Code Enforcement and allowed no questions from the citizens/residents.
At approximately 11:05 AM President Harbour called for a break and the County Officials departed. As County Commissioner Mike Ahern and County Counsel Mrs. Gassner exited the Juniper Room,
we had an opportunity to ask them if this Commissioners Meeting, held on the Ranch, had been published and both referred us to Administrative Assistant, Barb Andresen.
County Chairman Wayne Fording was more forthcoming and confirmed this “was a public meeting” and that he knew about it at least a “couple of weeks in advance.” He too referred us to Ms. Andresen for further details regarding whether this meeting was properly published in advance.
Later, we contacted Ms. Andresen at the County Annex Building and she confirmed the following: This was a “NO NOTICE ” Meeting that had been discussed at an earlier Jefferson County Commissioners Meeting and coordinated with Ranch Administrator Judy Lapora “about two weeks ago.”
If indeed this was a Public Meeting and the quorum requirement was met-3 County Commissioners present, participated by conducting Public Business, why No Notice and was Oregon’s Public Meetings Law violated?
When the Work Session Meeting resumed, President Harbour continued following the Agenda, which included a tutorial of the Ranch Corporate Documents for BOD.
