CRR SPECIAL ROAD DISTRICT (SRD) MEETING
Today’s meeting was called to order by SRD Chairperson Sue Haley at 10:00 AM.
After Flag Salute, Roll Call was held; all Commissioners present-Ann House, Dana Pierce along with CRR Road Supervisor Jordan Jones.
Ranch President Bill Burt and Ranch Water Company General Manager Frank Day in attendance.

TWO ITEMS OF INTEREST
OLD BUSINESS-Sundown Canyon Road and Chairperson Haley’s Road Design Standards presentation.
As previously reported, the Sundown Canyon Road controversy surrounding forcing the Ranch Water Company to move the vault has been a hot topic since last year. At last month’s SRD meeting we reported that the 3 SRD Commissioners confirmed retaining legal counsel to help them understand what they can or cannot do statutorily regarding utilities (vault) in right-of- ways.
At today’s meeting Chairperson Haley provided the following update, “…We spoke with our attorney, but haven’t heard back from him yet, so we really have nothing to report on this month.”
At the Board of Directors,11/15/21, meeting, former Ranch Director/Treasure Jerry Cooper discussed the Water Company’s resistance to comply with SRD’s request to move the vault. Cooper stated, “Are we going to look into legal action?” President Burt answered, “It could come to that I suppose.” Burt reminded Cooper that the Ranch doesn’t have any “skin in the game” and added,
“PRESSURE CAN BE APPLIED HERE AND THERE…”
Last November we asked Chairperson Haley to clarify SRD’s role vs the HOA ‘s role regarding the Sundown Canyon Road Project/Proposal and Cooper’s remarks about “legal action.” Haley’s response, “The SRD, as you know, doesn’t have the funding to hire a lawyer, I think we got put in the middle of it.”
“PRESSURE CAN BE APPLIED HERE AND THERE”?
The second item discussed by the Commissioners dealt with Chairperson Haley’s Road Design Standards proposal. Ms. Haley stated, “We should adopt some sort of standards that we can refer to when we’re designing or upgrading any road on the Ranch…”.
Haley referred to the HOA website as part of her research that the included some AKS documents. Haley asked Ranch Manager Judy Lapora, “Is this typical section that AKS provided us, did we adopt that?” According to Ms. Haley, Lapora said, “Not to my knowledge.” Haley confirmed Manager Lapora removed those documents from the website.
Haley detailed elements of her proposal that will be further discussed at the next SRD meeting.
