Meeting was called to order by SRD Commissioner John Williams at 10:00 AM and concluded at 10:47 AM
After the Flag Salute, Roll Call was held; all Commissioners were present-John Williams, Mike Schlabach and Commissioner Elect, Sue Haley along with CRR Road Supervisor Jordan Jones.
Commissioner Williams followed the AGENDA.
Some HIGHLIGHTS:
Ranch Matters Public Records Request submitted on April 10, 2019, regarding Payments to, or Billings by, Madras attorney Tim Gassner, has been referred to “SRD Attorney” Tim Gassner.
The SRD Commissioners confirmed Not being the custodian of the requested records nor being in possession of the records. However, the Commissioners did acknowledged their role in attempting to collect approximately $500.00 from Ranch Matters for Tim Gassner.
Additionally, the Commissioners attempted to collect from Ranch Matters, $160.00 for an unauthorized estimate from Tim Gassner. According to the estimate, Tim Gassner was asking to be paid around $500.00 to retrieve the records and the SRD Commissioners were the stated “middlemen.”
The Annexation Process of the Emergency/Quail Exit is still stalled. The SRD Commissioners have their version of events and admitted to not starting the petition application. The HOA President has his version and Chris Doty, Deschutes County Road Supervisor, has the facts and “is awaiting the petition from the District.”
Further, the Commissioners stated they are still hunting for an attorney to assist them with the Annexation Process?

Commissioner Elect, Sue Haley will be sworn in at the July SRD Regular Meeting.
