CRR/BOD WORK SESSION MEETING

Brief Report

Meeting started at 10:00 AM and adjourned to Executive Session at 11:16 AM.

The following Directors in attendance: President Kari Vickery, VP Ara Erdekian, Secretary Mike Dries, Julia Randall, Sheryl Jones, Richard Beveridge, Sarah Woolverton and Treasurer Randy Peterson via zoom.

Director Daniel Lowe absent.

Ranch Manager Judy Lapora and General Maintenance Supervisor Mike Knoke participated.

Vickery followed the attached AGENDA

SOME HIGHLIGHTS

.

*Manager Lapora reported that the Annual Budget Process has been completed for this year and at the February 20 meeting, Budget Audit Committee (BAC) Chair, Herb Parker will present their findings.

Director Randall discussed comparative pay issues-Feds v Ranch Employees and cost of living issues.

.

Lapora confirmed the BAC doesn’t get involved in employee pay matters.

.

*Vickery’s Website update was limited in scope and focused primarily on the need for the matter to be discussed in Executive Session.

According to Vickery, the Board needed to utilize the Executive Session process to discuss available options, fees, ranging from $4,700 to $17,000 and contracts.

*Director Beveridge provided a detailed report regarding the RV Park Reservation System. He pitched the on-line reservation system “Firefly” as the preferred reservation software system for the RV Park. Board voted and approved the Firefly system.

*Knoke reported that the RV Dump Station is proceeding as expected and is close to being completed. Alarm system is installed, concrete pads poured and a credit card lock system will used for payment purposes. Residents and non-residents alike will pay the same dump fee.

At 11:16 AM Vickery adjourned to Executive Session to discuss Website contracts and AFE Number 281.

REASON FOR EXPENDITURE:

“To initiate a contract for the design, build, implementation, training and ongoing support and maintenance of the Crooked River Ranch website.”

JUSTIFICATION FOR EXPENDITURE:

“The Crooked River Ranch website has been down since late November 2022. Attempts to restore have been unsuccessful.

It has been determined that a new website is the only option to correct the problem.

It also has been determined that ongoing support and maintenance are necessary for the management of the website.

This approval includes annual support and maintenance costs of $4,758.00 which includes upgrades, cloud storage, user support and more.”

Vickery reconvened the Work Session meeting at 12:13 PM and the Board voted to approve AFE # 281 and added: “Not to exceed $6,000.”

Vickery confirmed the Board approved “Option # 4” and “CivicPlus” as the website developer and host.

Meeting adjourned at 12:15 PM.

NOTE: Resident Carol Orr attended the meeting and after it adjourned asked Vickery a question about fire abatement and the upper pasture.

Vickery told Ms. Orr she wasn’t allowed to ask any questions. According to Orr,

Vickery stated:

“You’re not permitted to speak or ask questions because you haven’t paid your FINE.”

Orr replied, you mean the alleged “Crime Fine?”

Vickery answered “yes.”

Orr reasserted, she was not guilty of anything and was not afforded an opportunity to present her defense.

Orr also conveyed to Vickery an alleged breach of confidentiality involving a Director the Executive Session process and details regarding Orr’s Fine.
