“CONDEMN & EVICT”

Last February, Ranch Matters (RM) published a couple of reports related to CC&R Committee Chairperson Stephanie Proffitt’s ultimatum to Ranch resident Roxanne to clean up her property. She threatened a “$500.00” fine that included a narrow window of compliance.

Roxanne reached out to RM regarding the status of her case and at the same time wanted a platform to respond to some of the social media comments circulating. One person in particular she feels the need to respond to is Jim Stagl.

“LET IT BURN” Stagl is no stranger to voicing his opinion about Roxanne’s issues. Recently he posted the following:

Having served on the Ranch CCR Committee for many years I can tell you this property has been an ongoing issue. Every time we get a compliant for the place it has been acted on. We have had the county involved numerous times, fined the owner, and gained temporary compliance and cleanup. Unfortunately it doesn’t last because the individual who creates the mess is very intimidating to the owner and she is very afraid of him. It is currently in the hands of the county, again. It is becoming very apparent that the only way the problem will be solved would be to CONDEMN and EVICT. Not as easy as it sounds.The individual involved also has a criminal history and could care less about his nefarious activity. So, if any of you good folks have an idea of to solve it, the Ranch would love to hear it.”

Roxanne understands her property is a problem and constantly battles keeping it in compliance. She also knows the Ranch leaders are hell bent on targeting her because of her conspicuous location and their use of excessive fines and liens against her.

She’s doing the best she can under the circumstances and stated: “I’m working on cleaning it up and I’m working with the county and I’m working with the Ranch.”

While talking with Roxanne, one of the subject cars was being removed and she said: “See, I’m trying, I’m trying to get things cleaned up. I’ve been gone for a month because I had knee replacement surgery and when I came home, I had to deal with this mess again.”

According to Roxanne, Jefferson County sent her a letter threatening to fine her $750.00, but quickly added: “they are working with me on getting things done.”

Returning to Mr. Stagl. Roxanne is aware of the rules/policies that govern the Ranch leaders, including committee members. She finds it disturbing that while she is subjected to CC&R policies regarding violations, Stagl gets a pass for violating the confidentiality aspects included in the same set of policies.

Roxanne: “I understand the importance of having rules and policies and I understand I need to get my property under control. But, rules and policies should be equally enforced and since I’m subject to threats, fines and liens based on Ranch policies, so should Stagl for violating the rules of confidentiality.”

Stagl has been the subject of several reports regarding Roxanne’s residence and his comments on social media as a CC&R Committee Member. According to Crooked River Ranch policies, committee members are mandated to follow strict confidentiality rules.

“Every committee member is responsible for maintaining confidentiality of sensitive or personal information gained due to his or her membership on a committee. This may include information about other Association members, members of the Board, staff or other confidential information gained as a committee members and must be held in the strictest of confidence.”

Prior to publishing this report we emailed President Kari Vickery and Manager Lapora the following:

“Good Morning. It was brought to our attention that former CC&R Committee Member Jim Stagl might have violated Ranch rules regarding confidentiality policies. Is there a procedure in place to investigate possible information/confidentiality breaches by current and/or former Ranch committee members?
