“Deschutes County is INITIATING that…” Initiating WHAT?
According to Ranch Special Road District Commissioner, John Williams, Deschutes County is responsible for the Annexation of the Emergency/Alternate/Quail Road Extension Project.
At last Wednesday’s (11/14/18) Crooked River Ranch Special Road District Meeting, Commissioner Williams was asked about When and How this Road will be Annexed into the Special Road District’s inventory and Williams stated Deschutes County will be handling the Annexation of the Road- Not Jefferson County. He added the Annexation process might include some sort of Deschutes County Judicial oversight.
Last Friday (11/16/18) Ranch Matters met with Deschutes County Road Superintendent Chris Doty regarding the ANNEXING QUESTION.
Mr. Doty stated the Annexation of the Road is a “DISTRICT (Crooked River Ranch Special Road District ) initiated process,” not Deschutes County initiated. Further, Deschutes County has an Agreement with the stakeholders that includes the Crooked River Ranch Special Road District accepting the Road into their inventory upon completion, as well as the operation and maintenance of the Road.
Mr. Doty diagramed for us how the Crooked River Ranch Special Road District boundary spans the two counties and how the Road is not within the boundary of the Special Road District. He added the Annexation question is somewhat of a “gray area” that needs further clarification.
Mr. Doty stated he was going to contact Deschutes County Legal Counsel regarding the steps involved to annex a road and would get back to us.
