City Of Madras-SPECIAL MEETING
The stated purpose for the today’s meeting was regarding the following: “The council will consider the dismissal or discipline of, or hear complaints or charges brought against, one or more public officers, employees, staff members, or individual agents. The matter will be conducted in an open ‘hearing’ in accordance with ORS 192.660(2)(b) as one or more of the subject individuals has requested an open hearing.”


About 3:00 PM Madras Mayor Richard Ladeby opened the meeting with the Pledge of Allegiance and Prayer. He then proceeded with his opening remarks that included an explanation of council rules and code of conduct matters.
NO PUBLIC COMMENTS WERE ALLOWED
Two issues were up for discussion. One involving City Councilor Royce Embanks and the second involving recently elected City Councilor Austin Throop.

Throop refused to apologize to Councilor Jennifer Holcomb over his social media comments
City Councilors weighed in with their thoughts including Holcomb. Councilor Holcomb asked for Throop’s resignation
Ledeby requested all comments be forwarded to the City by February 3 & a decision will be rendered at a City Council Meeting on the 9th

After the meeting we had an opportunity to ask Jefferson County Commissioner Mae Huston, who attended the meeting for a comment. Huston said, “I have nothing but compassion for the Mayor & City Councilors.”
